Do Anchorage federal employees receive a Cost of Living Allowance on top of their salary?

The answer has changed significantly since 2010. Under the Non-Foreign Area Retirement Equity Assurance Act (NAREAA), Alaska federal employees transitioned from COLA to locality pay between 2010 and 2012. The bulk of what was previously COLA is now paid as locality pay, which DOES count toward your high-3 average salary for FERS pension purposes. This was a major improvement from the pre-2010 system. A residual non-foreign COLA still applies in some limited situations and does not count toward your high-3, but most Alaska federal employees today are receiving locality pay for the majority of their geographic supplement. Understanding which component of your pay is locality versus residual COLA is important for accurate high-3 planning.

How does the locality pay vs. residual COLA distinction affect JBER civilian retirement planning?

Since the NAREAA transition (2010-2012), Joint Base Elmendorf-Richardson civilian employees primarily receive locality pay rather than non-foreign COLA. Locality pay counts toward your FERS high-3, which is a significant improvement over the prior COLA-only system. If any residual non-foreign COLA remains in your pay, that portion does not count toward your high-3. Review your leave and earnings statement to identify which components are locality pay (retirement-creditable) versus any residual COLA (not retirement-creditable). Planning your retirement budget using only your locality-adjusted basic pay for the high-3 calculation gives you the most accurate pension estimate.

Can JBER or NOAA Anchorage employees count military service toward FERS?

Yes. Any prior active-duty military service can be added to FERS creditable service by paying a military service deposit to OPM. For Alaska federal employees who came through the military before taking a civilian position at JBER, NOAA, or BLM, this deposit often adds 3-6 years of creditable service. At the GS pay scales common in Anchorage, that translates to several hundred dollars more per month in annuity for life.

What happens to my FEHB if I retire from a federal agency in Anchorage and move to the Lower 48?

FEHB coverage is not tied to your location in Alaska. You keep your FEHB plan in retirement regardless of where you retire, as long as you met the 5-year enrollment requirement. Many Alaska federal employees plan to move south at retirement. Your FEHB plan continues to cover you in your new state.
